The article briefly reviews the modern view of early health technology assessment (HTA), including its role for national and private investment in the development of new technologies. This approach appears to be comparatively novel for most countries, and in the author’s opinion it should be implemented when the 2020 program for the development of medical and pharmaceutical industry is realized in Russia. One of the practical objectives of this review is to inform the experts responsible for making key decisions about the methods which can be used at early stages of the assessment of new products and technologies, as well as to explore the avenues for further methodological improvements in this emerging branch of HTA.
